"The European Union Police Mission, supported by the European Commission's institution building programmes, will as part of a broader Rule of Law approach, aim and in line with the general objectives of Annex 11 of the General Framework Agreement for Peace (GFAP), establish sustainable policing arrangements under Bosnia and Herzegovina (BiH) ownership in accordance with best European and International practise, thereby raising current BiH police standards."

EUPM will monitor, mentor and inspect Local Police upper/mid management. Its mission in BiH is scheduled till the end of 2005.

The EUPM is the first civilian crisis management operation under the European Security and Defence Policy. It adds an important component to other European programmes, such as institution building, working towards achievement of the Union’s overall policy in the region.
